Pretty sure the PDO calculations take into account the anomaly based on the 1981-2010 average sea surface temperatures. Because I'm sure there were years in the 70s especially that had colder SSTs in the Gulf of Alaska and along the BC coast.
Even as recently as 2007-2008 the waters off the coast were quite anomalously below normal.

I don't know if I've ever seen one like that in this kind of timeframe. Just in terms of a region wide blasting.
