kinda looks like someone's failed attempt of coloring inside the lines,

These snowfall anomaly maps are always a real crapshoot for the lowlands especially. It really only takes 1 cold storm cycle for many locations to reach average for the season

500mb anomalies map doesn't look too bad. The dryness along the west coast is caused by the offshore ridge. Looks like a blend of 2013-14 and 2016-17.

That could be pretty good, of course it’s the smaller scale features and small shifts in the ridge axis that make the difference in the end. No sign of an east based Aleutian low, which tends to be a winter death sentence.

Ridge begins to nudge closer to the coast in Jan but still looks chilly. Early spring in Feb as the ridge moves overhead.
