They probably won't "certify" it safe until it's 12"+ thick. Which never happens.
Regardless, I've seen plenty of people on them before with much less cold and never heard of any problems. Same with trout lake and lost lagoon in the 70s, 80s and 90s. The photo evidence is there and the weather data shows temps were even warmer than what we're getting right now. I totally get the city want to be cautious though, especially in this day and age.

*I wanted to mention how poor the roads especially the side roads in Surrey are. Poor is in not cleared properly. Many lots/parking lots/gas stations etc have not had their lots cleared and they have had several days to get it done. Either too lazy or too cheap, and now it's going to be worse as it will be almost ice buried beneath the new snow. Very bad on the side roads with compact snow & ice on some hills. Surrey is pathetic!! I have no idea how other cities have been doing over the last week.

The State of Minnesota recommends 4" as the minimum thickness for activities on foot. -9c @ the pond in south Sardis, started snowing about an hour go, it's coming down at a decent clip medium size flakes no wind perfect temperature perfect snow doesn’t get any better, .0.5cm has fallen.
