Northern update: It's snowing and -25c. The snow is incredibly fluffy. I wonder what the ratio is here?

Anyone seen the Fraser near fort Langley recently? Apparently this photo was taken there yesterday,.saw it on a Facebook comment. Looks like it's actually frozen!
