Take note of the area closest to the lower mainland where the warning is. This is from a volcano on the other side of the ocean.
Now if this was the cascadia quake, which would be thousands of times more powerful and closer, you can imagine the waning area much more serious and spread inland. Yes, Richmond would be toast.

Metro Vancouver - North Shore including West Vancouver and North Vancouver
Metro Vancouver - northeast including Coquitlam and Maple Ridge
Metro Vancouver - southeast including Surrey and Langley
Metro Vancouver - southwest including Richmond and Delta
Near zero visibility in fog is expected or occurring.
Locations: Metro Vancouver and Fraser Valley.
Timespan: Tonight and Sunday morning.
Remarks: A mild and moist airmass will remain over the area tonight. Areas of dense fog are expected to become more widespread tonight and visibilities may at times be reduced to near zero. Conditions are forecast to improve Sunday morning.
Visibility may be significantly and suddenly reduced to near zero. Travel is expected to be hazardous due to reduced visibility in some locations. If visibility is reduced while driving, turn on your lights and maintain a safe following distance.
