Just wait until Canada's "clean fuel act" takes effect in 2022! That will add 50 cents per litre, although this will be phased in over a decade or two, so won't be an immediate jump. Also, the Line 5 pipeline is set to be shut down in 5 days, and this will effectively shut down oil heading to Ontario from western Canada. That is generally what is happening, yes. We are seeing signs of it all the time.
As for gas prices, yeah it sucks. I'm considering doing my commute by transit which really sucks out in these parts.

I took the bus every day for 3 years, but my work schedule has changed (I have to drive my kid to school in the mornings), so can no longer take the bus since the schedules don't align.
I would ride my bike, but the highway is very busy and it's basically a death wish to ride along the highway. So I'm forced to drive even if gas went to $1000/lire.

What's most frustrating about the prices is that there isn't really any economic reason for the jump! the dollar is over 82 cents, verging on 83 this morning and WTI crude is under US $65. most annoying!

Just went to Squamish and gas is 10 cents (per liter) cheaper there than N Van.
