-20C at YVR. I doubt 1996 got that cold. That was more a low level beast, at least on the coast. 1990 probably got close twice. The post Christmas blast I think hit -20 at YVR. I'd say the criteria for a significant arctic blast is 850mb temps below -15c at YVR but anything below -20c is pretty rare - especially these days.
