I'm actually not sure.
SSW's generally do lead to an extended period of anomalous cold in North America as the PV is displaced equatorward.

Seems like the usual and our most common scenario where a little elevation makes all the difference, a good time to be listening to some U2 music , Elevation for those who get snow and Still haven't found for those who get shut out.

Merritt averages 321 mm precip/year according to the stats on Wikipedia (for which they cite Environment Canada as the source). No wonder there's no trees (away from water, that is) in that valley bottom.
It's called clown range for a reason.

The only trees you see growing is in the little gullies of creekbeds that slide down the mountainsides. Very arid area. When you see tumbleweeds rolling in the wind, you know the desert climate is not far away.
