The El Nino being referred to here 140 years ago was in 1877-78 and the strongest on record (records stretch back to 1850) with the ONI (oceanic Nino index) value peaking at 2.9c.

Of course it can. Less mountain snow, warmer, etc. windstorms too, didn’t really get any major ones. But this looks to be ugly and maybe just maybe enough to wake people up to reality if it gets bad enough .
