Interesting writeup by Wolf Read on the "death" of January in recent times.
With seven years in a row of low to no snow, it is getting close to seeming like a new normal, a climatological trend. Indeed, this does appear to be the case for Vancouver.

The 30-year moving average, in essence tracking normal snowfall on a year-to-year basis, has been diminishing since the 1970s. At peak, during January 1975 and 1976, Vancouver had a normal January snowfall of 28.6 cm (11.3″). During this era, measurable snow fell in nearly every January, including for the long stretch of 1959 to 1980. After about 1980, snow-free Januaries became more commonplace.

The period 1939-1979 only had six snow-free Januaries, while 1980-2019 had 19. In essence, snowless Januaries have gone from about 1 in 7 years to 1 in 2. In addition, the 30-year sliding mean for total snow in 2019 is at its lowest point yet, just 9.2 cm (3.6″), only ⅓ of the mid 1970s. This is climate change, regardless of causes.
Also an image illustrating the severe decline in average January snowfall over the years in Vancouver. It dropped below December in the late 90s and is now dangerously close to dropping below average Feb snowfall.

I can help testing.
