A theory I saw floated around was people saw the equipment unattended and then used it to fight fires in their neighbourhoods. I guess that has happened before.

That could be true. But it's still outrageous and very selfish. Let the firefighters do their job. Stealing their equipment for any reason is unacceptable.

That was my first thought too. To be fair, the article did say the equipment was either stolen or moved. Perhaps it was innocently moved without any malicious purpose? One can only hope although regardless, it shouldn't be moved without proper communication.

Slip-ups in communication basically come with the territory when disasters are involved. Not saying that definitely is the cause, mind you, only that it certainly cannot be ruled out.
