I had thought of the fuel free buffer idea surrounding towns in the interior. I had not considered the erosion and mud slide issue before, though. Perhaps a forest that consists of more deciduous trees in the perimeter of these towns instead. I have read that fires move much slower through deciduous trees than through dried out evergreens.
